Imagine an anime with French people in it and you might get something like this. The title, "Arthur En Vrai! - Le Dessin Anime" is translated as Arthur In Truth! The Animated Drawing. Its a 12 minute animated film from France by the production team, Grigri Productions.
From what I seen by the two trailers, the anime influence is evident with some CGI incorperated into the background. There are scenes of over the top violence and some comedy mix in. I'm not clear about the plot but I assume it's based on a real-life French celebrity. This looks like a fun animation with some fantastic visuals. The poster indicates the release date is March 8, 2006.

actually it's a piece of Arthur's "one man show" (stand up comedy), which is currently "travels" nationwide, as part of his "French Tour".
rthur is a famous tv guy, who hosts & produces (too) many stupid tv shows TF1(N°1 French TV Network).
So I don't think this "anime", (Japanese-like as you noticed) is making really fun of him...
Isabelle Nanty (whom you probably know as "Georgette", the Tobacco seller in Jean Pierre Jeunet's "Amelie") directs this comedy.
The poster indicates that this show will play from 8th march 2006 at "le cirque d'hiver" (winter circus theater) , located in Paris.
